(Jan. 1, 2026) — “Master Jack” (2:58)
In the United States, every community has a building department to ensure that structures for homes and business are constructed to code to ensure the safety of the occupants. Such departments have a ‘Code Enforcement Division’ to monitor restaurant cleanliness, retirement-home fire extinguishers, child day care centers for the safety of the children, i.e., condition of playground equipment and fence, number of washrooms, and the maximum allowable occupants as determined by the fire department, and others, including, especially in Minnesota, fishing licenses.
Usually, before a business license is issued, the premises are inspected and either approved or the license is denied until certain parameters are met.
Usually, child day care centers are inspected, at the minimum, once a year.
Usually, employees of the building department, from secretaries to inspectors, would be aware of licenses being issued and businesses inspected or licenses issued without inspections, which would automatically raise red flags.
In short, the Somalian fraud could not have occurred without the explicit deceitful cooperation of numerous government employees.
