“NO LONGER UNDER STATE SUPERVISION”

(Feb. 28, 2020) — The inmate database of the Tennessee Department of Correction (TDOC) shows on Friday morning that Grenda Ray Harmer, #88710, has been placed on “inactive” status due to the expiration of his 25-year sentence on Wednesday.
As The Post & Email has reported, on several recent occasions Harmer declined release into the community upon completion of his sentence as a result of several medical issues he wishes to have resolved prior to leaving custody. “Any inmate who is sick at the expiration of the term of imprisonment shall not be discharged until the inmate’s health is restored, except at the inmate’s request,” TCA 41-21-204(e) states.
Harmer’s current TDOC entry provides no indication as to where he is being housed, as it had previously.
“Inactive” status is defined as, “No longer under state supervision.” At the bottom of Harmer’s electronic file it is stated, “No active Tennessee sentences on file for this offender.”
In recent letters Harmer did not say where he might be relocated when his sentence was served, although he said he was awaiting possible admittance to the Lois M. DeBerry Special Needs Facility for medical testing and treatment.
