“POLITICAL HARASSMENT”

Since her arrest on Memorial Day 2016, Ms Spain has been listed on two Authorization of Agency reports, was featured on the City Blacklist, was slandered in Joint Intelligence Bulletins and now physically abused by two cops who said they “love the zoo”. This record of harassment spans three and a half years.
We have documented five AoAs which were used for political harassment. Two of these AoAs and Ms Spain’s mistreatment occurred during the time of the Court Monitor, while MPD was under scrutiny.
It seems that MPD have no shame and no intention of curbing its abuses of citizens’ civil rights. And this at a time when Mayor Strickland is asking for some of the Consent Decree’s stipulations to be relaxed.
