How Did Pen Johansson Know About the Coding of Hawaii Birth Certificates?

(Jul. 18, 2012) — In a previous article, The Post & Email asked for the true identification of blogger “Pen Johansson,” but we never received a response and there is no “contact” form on his blog.  Johansson is a prolific but sporadic writer who has recently been absent from his blog.  When we began to compose this article earlier today, Johansson had not published anything new since May 12, 2012.  However, perhaps coincidentally, a new post was released at some point today.

On both February 9 and 29 of this year as well as on other dates, Johansson wrote at length about the “coding” used in Hawaii birth certificates which was discussed by Cold Case Posse lead investigator Mike Zullo in a press conference held yesterday during which he and Maricopa County Sheriff Joe Arpaio alleged that Obama’s long-form birth certificate is “definitely fraudulent.”  They also contended that the authenticity of all birth certificates issued in Hawaii is in question because of the state’s lenient laws which allowed foreign-born children and adults to obtain a birth certificate without proof of birth location.

Also discussed during the press conference were how birth certificates were numbered in the early 1960s and that a person could obtain a birth certificate by proving residency in Hawaii for one year.

While The Post & Email cannot vouch for the accuracy of the information Johansson provides on his blog, much of the language in the postings mentioned above appears to mirror Zullo’s.

On February 9, 2012, Johansson appears to discuss some of the information released by the Cold Case Posse yesterday:

Vital statistics reporting methods in 1961 dictated that when births were registered in Hawaii, the official vital record was coded with a seven digit number called a geographic reference codes (This code became nine digits long in 1962). Hawaii’s vital records are reported to the main office of the Hawaiian Department of Health in Honolulu from five counties comprised of seven geographic reference codes as shown in the Vital Statistics Instruction Manual for Births occurring 1960-1961. In Hawaii the geographic areas, numbered in alphabetical order by name of county, were coded as follows:…

Zullo claimed that his trip to Hawaii yielded no evidence of Obama’s claimed birth at Kapiolani Medical Center.  The fact that the birth certificate numbers of the Nordyke twin girls born on August 5, 1961 are lower than Obama’s was also brought up during the press conference.

Also on February 9, Johansson had expounded:

The fact that Obama’s birth registration number is higher indicates that his birth was not in the same order with other births in Region 3 because his birth did not actually occur in the City of Honolulu. In fact, his birth was registered some time after once a registration number became available in another region. In this case, probably region 4.

In a post dated March 12, 2012, Johansson rambled on about “vital statistics,” “Obama’s natality,” and “The National Center for Health Statistics:”

NEW YORK, NY – Barack Obama has misled millions into believing he is eligible to hold the office of the U.S. presidency by exploiting a little known secret about his Hawaiian-based natal records.

Obama’s birth certificate was issued in conjunction with a commonly used, but publicly misunderstood, vital statistics reporting anomaly used to allocate birthplace according to residency, not citizenship, by the State of Hawaii in 1961.

Johansson’s article published today also touches upon points made in the press conference on Tuesday in Maricopa County, AZ:

Immigration fraud was rampant during Hawaii’s foreign birth accommodation era in the 1960’s.

Johannson has a long, rambling style and often repeats information from one posting to another.

At 25:30 in the press conference video, Zullo states that during the 1960s, Hawaii law allowed birth certificates to be given to those claiming to have witnessed the birth of a child if the claimant had had legal residency in Hawaii for one year prior and paid property taxes.

Johansson wrote today:

Hawaii has a long history of allocating foreign births to the mother’s claimed Hawaiian residence regardless of the actual location of the birth,…

He also claims that “Obama’s Kenyan Birth Records Discovered in British National Archives.”

In a previous press conference held on March 1, 2012 following six months of research, Arpaio and Zullo had stated that “probable cause” existed to believe that the birth certificate and Obama’s Selective Service registration form were “manufactured electronically.”

Johansson refers to that revelation in his March 12 post:

Following a six month investigation by an Arizona-based law enforcement agency proving that the image of Barack Obama’s alleged 1961 “Certificate of Live Birth” is a digitally fabricated forgery,…

The post indicates that it was written by “Penbrook Johansson and Daniel Crosby of The Daily Pen,” of which Johansson is allegedly “editor.”

Of Hawaii’s lax immigration policies, Johannson states:

Research also reveals that no state in American history has enacted more customized laws to facilitate an open birth documentation process than Hawaii. The perplexity of the Aloha state’s vital records administrative processes are the result of that states [sic] struggle to account for native indigenous Hawaiian heritage, U.S. citizen non-residents and foreign immigrants.

Johansson rarely includes hyperlinks in his writing, but makes numerous authoritative statements about Obama.  The blog began in January 2009.

At position 11:30 (following two video advertisements which appear to have restarted the timer), Zullo discussed that birth information was collected from all areas of Hawaii, including “outlying areas.”  Zullo stated that birth certificates were sorted in “batches” and “piles.”  He said a “stamper” was used to apply consecutive numbers “representing different geographical locations.”  He explained the consecutive numbers of the Nordyke twins’ certificates as because the events occurred in the same geographical area.

On February 9, Johansson said:

…One, the marital status of the parents was not accurate in many announcements. Announcements were always printed showing the parents as being married even though NVSD statistics show that 1044 births in Hawaii were illegitimate or with only one parent of record in 1961.

Two, the location of the birth is not printed. Birth announcements in Hawaii in 1961 did not reveal the name of the hospital or the location of birth. The birth announcements were printed with the address of the registrant and the last name of the parents only without clarification whether the address was the actual usual residence of the mother. Public records reveal that many Hawaiian birth announcements show addresses where the baby’s parents did not reside. We now know that Obama’s father was not a resident of the address printed in the announcments for Obama’s birth.

Three, registration dates are not printed along with alleged birth dates. The order of birth announcements are based on the order of regionally assigned birth numbers as they are provided by the Hawaiian Department of Health. They are not ordered chronologically by date of occurrence and, therefore, information about whether the child was native born or foreign born is not determinable.

On February 29, 2012, Johansson posted a lengthy expose about the “coding” system which appears to have been described by Zullo and the videos on July 17:

Recall, Obama’s father’s race is shown as “African” which does not appear in the “Detail Race of Father” table as a classifiable race according the NCHS. It is coded as a number 9 which is “Not Stated”. Therefore Obama’s race is based on his mother’s, not his father’s, by federal law. We know the vital statistics of Obama’s father’s race was recorded using this code because within the margins of Obama’s alleged 1961 “Certificate of Live Birth” there are preliminary coding marks written in pencil as prescribed by the Vital Statistics Instruction Manual for 1961 reporting. Obama’s certificate has the number “9” scribed in the margin of the item for his father’s race.

and:

According to vital statistics coding protocols in 1961 this code dictates the race of his father is “not stated” and, therefore, according to the Model State Vital Statistics Act of 1942 (MSVSA) and the VSIM issued by the National Center for Health Statistics (NCHS), Obama’s race must be classified by his mother’s race when the father’s race is reported as “not stated” or “not classifiable”. Therefore, since his mother’s race is classified as “1 … White”, according to the reporting code found scribed next to her race on the image, Obama is “white” according to the NCHS.

One of the videos had specifically focused on box “9,” stating that it was normally left empty.  On Obama’s birth certificate, the word “African” appears to describe the alleged ethnicity of Obama’s father.  Zullo reported that the retired registrar, Mrs. V. Lee, who Zullo and his deputy interviewed while in Hawaii in May, stated that that box was normally left empty.

On April 2, 2011, prior to the release of the long-form birth certificate, The Daily Pen’s “Dan Crosby” raised the possibility that Obama’s birth had been registered after the information arrived from outside of the immediate Honolulu area:

“Did anyone notice the birth announcements are not in any alphabetic order, or in order of birthdate?” asked Crosby, “This is because, in 1961, birth registration numbers were issued based on the location of the local Vital Records office in which the registration was recorded. The hospital does not assign these numbers, the DOH does. It appears that Obama’s birth was registered in an office not used by any of the hospitals’ registration locations who only received medically verified “Live Birth” certificates from either Kapi’olani Medical Center, or Queen’s Medical Center. These had access to a local registrar near those facilities,” said Crosby.

He continued, “It appears Obama’s birth was registered with the satellite office near his grandparent’s home some distance from the offices nearest to and most used by the hospitals, a location not commonly used by any medical facility. This particular office was commonly used by indigenous people of Hawaii wanting to record births of children outside of the city. This is why the U.S. Department of Health created the Certificate of Live Birth template in 1959 with a check box indicating whether or not the child was born in the city limits and if the residence of the mother was a farm or not. It appears Obama’s birth at least did not occur in the city of Honolulu and, at most, did not even occur in the state of Hawaii.”

Toward the end of the July 17 press conference, Zullo also cast doubt on Obama’s parentage and said that there is “no solid information” anywhere about Obama’s birthplace.  He described the purported birth certificate as “in conflict with itself.”

At 22:00, Arpaio asked that a federal law enforcement agency take up the investigation, including “the U.S. Congress.”  “We will be very happy to cooperate,” Arpaio said.

The Post & Email’s questions for Pen Johansson now are:  “Have you been assisting the Cold Case Posse in its investigation of Obama’s long-form birth certificate?” and “How do you write so authoritatively about Obama?”

Although a response is most welcome, it is not expected, and we believe we know why.
