It sounds like Prof. Williams believes Harris is eligible to serve as vice president.
It might sound like that to you but it doesn’t read like that to me for the simple reason that, just as the 14th Amendment doesn’t say all persons born in the U.S. are natural born citizens, Prof. Williams didn’t say Harris is eligible to serve as Vice-President.
Williams envisioned a scenario in which Harris served as Trump’s vice president. For that scenario to occur, Williams would have had to first believe that Harris was eligible to serve.
