Forgery of the signature of CDR Walter Francis Fitzpatrick, III (Ret.) appearing on a Response to Letter of Reprimand which Fitzpatrick discovered only after he submitted numerous FOIA requests for his court-martial file. The Navy is aware of the crimes committed but refuses to respond or take action against the dozens of perpetrators now involved.
