WHY?

(Jul. 19, 2016) — When the state of Michigan was called during the roll call vote on Tuesday evening at the RNC, its chairwoman said with a smile to the officials on state, “Michigan passes.”
The woman on stage asked, “Michigan passes?” to which the delegation chairwoman said “Yes.”
No explanation was provided as to why the delegation would choose not to announce its votes or vote at all.
At 6:53 p.m., The Post & Email tweeted to the Michigan GOP’s statement on Twitter that the delegation would be announcing its votes, “Why did she pass on voting?”
At the time of publication the Michigan delegation had not responded on its website.
At 7:01 p.m., the state of New York also said, “New York passes.”
Update: The New York delegation chairman spoke again at 7:12 p.m., introducing Donald J. Trump, Jr. as a delegate. At the beginning of the roll call voting, it was announced that New York would be allowed to vote out of order.
Trump Jr. then announced that his announcement would “throw Donald Trump over the top” by giving him enough delegates to become the nominee to the sound of raucous cheering.
Which makes “Michigan passes” even more confusing!
