HAWAII DEPARTMENT OF HEALTH MAKES UP THE RULES AS IT GOES ALONG…TO PRISON?

(Apr. 12, 2011) — Miki Booth has just reported via telephone to The Post & Email that a man born and currently residing in Hawaii went to the Department of Health this morning and requested a copy of his long-form birth certificate. He was refused, told that it was no longer available and that all he could obtain is the short-form document.
The man had obtained his short-form “Certificate of Live Birth” several weeks ago and reported to Miki that the request form had had two different boxes which could be checked: one indicating that the short-form was being requested and the other that the long-form was desired.
Today, the man reported that the form has been changed such that that choice is no longer available.

The Department of Hawaiian Home Lands appears to be lying when it announced that it began “accepting” a “Certification of Live Birth” as proof of genealogy in 2009. It claimed that “When a request is made for a copy of a birth certificate, the DOH issues a Certification of Live Birth.” However, the documents which both the man and another requester in Hawaii have obtained this year, after the Department of Hawaiian Home Lands changed its policy, bear the label “Certificate of Live Birth.”
Directly preceding the claim that the “Certification” is the document now issued, the Department of Hawaiian Home Lands stated that “original birth certificates are preferred for their greater detail…” How can a person provide the “preferred” document when the department claimed that it no longer issued them? It has been proven that the Hawaii Department of Health did issue long-form Certificates of Live Birth until Dr. Fukino made her statement to MSNBC.
The short-form document which the man received was labeled “Certificate of Live Birth,” unlike Obama’s purported form which is a “Certification of Live Birth.” Likewise, Miki Booth’s son, Alan, had received a short-form birth certificate last year entitled “Certificate of Live Birth.” The man who obtained his short-form document said that it does not contain the fields for “Father’s Place of Birth” and “Mother’s Place of Birth” as Alan Booth’s does.
Could that be because Obama’s Certification of Live Birth image does not contain those fields, and the Hawaii Department of Health is attempting to legitimize it?
Therefore, when Dr. Chiyome Fukino spoke with MSNBC on Monday morning, she apparently was not lying when she said that long-form birth certificates are no longer available.
But why was that change made? Who ordered the change in policy? Was it made because Donald Trump has demanded that Obama release his original, detailed birth certificate to support his claim of a Hawaii birth?
The witness who accompanied the gentleman has a daughter who obtained a copy of her long-form birth certificate last month. The document was provided to Miki Booth, who supplied it to The Post & Email here. Booth has reported that the woman has Fed-Exxed the original of the document to her.
On April 11, 2011, Dr. Chiyome Fukino, former director of the Hawaii Department of Health, told MSNBC that long-form birth certificates were no longer available. But when did that become policy? Who ordered this change in policy since at least one such form was issued to a requester last month and posted here?
2:47 p.m. EDT: The Post & Email has left a message with Dr. Alvin Onaka, Registrar of Vital Statistics at the Hawaii Department of Health, requesting the documentation making long-form birth certificates unavailable to those born in the state. We also contacted Gov. Neil Abercrombie’s office and asked the secretary why suddenly Hawaii residents can no longer have access to their original birth record. She asked this writer my name and where I was calling from, which I gave her. She then interrupted me and transferred me to the governor’s spokesperson, Ms. Donalyn Delacruz, with whom we left a voice message with our phone number and email address.
While Dr. Fukino claimed in her interview with MSNBC that she has seen Obama’s original vital record, Gov. Abercrombie has stated that one does not exist. Why was Fukino inspecting Obama’s alleged record if it is against the law and the document doesn’t exist? Or did it exist when she was Health Department Director and now it has disappeared since Abercrombie took office?
Last night, Donald Trump was interviewed by Greta Van Susteren and said, “If he (Obama) had a birth certificate, I think he’d produce it.”
Obama adviser David Plouffe called Trump’s questioning of the existence of Obama’s birth certificate “a sideshow.”
What are the Hawaii officials hiding, why, and how many will pay a price? What is Obama hiding?

Can you tell me what is going on? Has the policy been changed to protect Obama? Why did Governor Lingle say that Obama had an original vital record but Governor Abercrombie says he doesn’t? Was it made to disappear, or, as former Elections Clerk Tim Adams has stated, did one never exist?

An excerpt from a report given to us by a researcher who traveled to Hawaii last summer, funded in part by The Post & Email’s Legal Fund, states:
MRS. RONDEAU: There have been reports and affidavits signed by licensed investigators that Obama is using a social security number that had been previously assigned to someone, and the Social Security Administration has been quoted as having said that numbers are never reassigned. And now your research raises the question as to whether or not his certificate number could have previously been assigned.
RESEARCHER: Yes, we’re trying to ascertain to whom it may have been actually assigned and explore the possibility of obtaining a certified copy of the long-form birth certificate which, contrary to what has been reported, the DoH still issues. I don’t know where I’ve seen the statement supporting the Department of Health’s contention that it now issues only a Certificate of Live Birth, but it’s not true. When I was at the Department of Health, I observed a woman who was directly in front of me in line order a copy of her long-form birth certificate. She was told that it would take about a week to obtain. She made arrangements to pick it up at the DoH office in lieu of having it mailed to her since she worked across the street.
The Hawaii Department of Health’s website has an online application form to request “certified copies” of vital records.
The Post & Email has reported previously that the Hawaii Department of Health has lied about birth index data and verbally changed the rules as events unfolded in regard to Obama. No one from the department has ever refuted our claims, and they will not return our calls.

True, they no longer issue if requested in the normal manner. That does not mean the original longform is not on file. They are playing semantics when talking about issuing Certificates of Live Birth. That is not the point here. The point is having access to the longform that is on file. This talk about what the department now issues or does not issue is a red herring. They are being misleading if they insist that the DOH doesn’t have copies of the longform and those copies cannot be accessed.
From the Hawaii Revised Statutes:
92-31 Disposition of original record. A photograph, microphotograph, reproduction on film, or electronic form of a government record shall be placed in conveniently accessible files and provisions made for preserving, examining, and using the same. Thereafter, a public officer, after having first received the written approval of the comptroller as provided in section 94-3, may cause such record, paper, or document to be destroyed. The comptroller may require, as a prerequisite to the granting of such approval, that a reproduction or print of such photograph, microphotograph, or reproduction on film, or electronic form of the record be delivered into the custody of the public archives for safekeeping. The comptroller may also require the delivery into the custody of another governmental department or agency or a research library of any such record, paper, or document proposed to be destroyed under the provisions of this section.
So, either the original microfiche copy is still available or a complete reproduction of it in electronic form is available. To put something in electronic form and not copy all the data on the original document would be against the law. Where these files have to be accessible and provisions have to be made for examining them, it would be misleading for the Department of Health to say that the information on the original Certificate of Live Birth is no longer available. Under Hawaii Revised Statutes 338-18, those with a direct and tangible interest in the record are permitted inspection of public health statistics records. That would include either the microfiche or electronic copy of the original Certificate of Live Birth

The state Department of Health, the state Archives, and the state Bureau of Conveyances are just a few places where you can look for and obtain primary and secondary documents. Certified copies of records can be obtained for a fee.
How do they define primary documents?
Birth certificates (Certificates of Live Birth and Certifications of Live Birth) and Certificates of Hawaiian Birth are the primary documents used to determine native Hawaiian qualification
So, from the above , you should still – by law- be able to get a certified copy of the Certificate of Live Birth. I don’t recall the legislature ever repealing 92-31 or 338-18

Mrs. Rondeau replies: I left a message last week with Dr. Alvin Onaka, Registrar at the Department of Health, stating exactly that and asking when the legislature passed a law stating that a copy of an original birth certificate is not available to the public. I have been told by someone who spoke to HI Sen. Sam Slom that the DOH is being “selective” as to who obtains a copy of an original and who does not. That, of course, is against the law. The law says “any government record.” Anyone denied access can appeal to the Office of Information Practices, and, if denied, file a lawsuit.

Since Wisch, the spokesman for the attorney general’s office, said state law does not in fact permit the release of “vital records,” including an original “record of live birth” — even to the individual whose birth it records. “It’s a Department of Health record and it can’t be released to anybody,” he said. Nor do state laws have any provision that authorizes such records to be photocopied.
If it can’t be photocopied – what in the world did they personally hold, touch, and take a picture of? I certainly wasn’t his birth-certificate according to Wisch!
Trying to cover up original lies, creates more lies, thus creating more opportunities to be caught in those lies upon lies. I’m starting to think the cover up could be the way to crack the case!

The Jack Maskell Congressional Research Memorandum was the result of many phone calls to my Senator’s office. I kept asking the staff people where they were getting the information in the form letters that were sending me telling me everything was A-OK with Obama’s eligibility. After a few months of occasional calls on Obama’s eligibility, one of the staffers I was talking with said he would try to send me some information. A couple of weeks later this 14-page document arrived in the mail. I glanced at it and tossed it aside. Picked it up again the next day and read the first couple of pages which state in no uncertain terms that there is absolutely NO vetting required of presidential candidates, either at the federal or state level.
I thought that was a stunning admission of what I already suspected, and the document should be available on the net. I sent a copy to some folks who were very interested in this document and by the next day it had gone viral on the Internet. Congress had this information from April 2009, but they had already messed up America by not objecting to Obama’s lack of eligibility in January 09, or, of course, much sooner. Their pesky constituents keep calling them and asking how Obama could be eligible. So, the leaders of CONgress ask their research arm to come up with a reference document. Of course the document had to say what it had to say or it was not acceptable. Congress was not supposed to release the information to the public, and they didn’t until it was “leaked” more than a year later. If you read the entire document you can easily see why they didn’t want to release it.
Still, it’s the crutch they are using today when the talk to their constituents, hoping I suppose that sticking to the “script” they have been provided will keep them out of trouble when the stuff really hits the fan.
I agree with Bob Porrazzo’s comment that Hawaii should never have been made a state, and I support independence for Hawaii. Don’t know the technicalities involved in rescinding statehood, but Hawaii is not united to America by geography or culture and should be set free. It can take its fraudulent favorite son with it.
This is a very IMPORTANT POINT——-I was married in Hawaii when Obama was just 6 years old.
I have a long form copy of the marriage certificate in great detail issued at that time. When my husband died in the 1990’s I obtained a long form copy of the marriage certificate actually about 20 copies.
If I could obtain a long form certificate of my marriage when Mr. Obama was a mere child of 6 then certainly Mr. Obama has a long form copy of his birth certificate .
Mr. Obama produce that birth certificate—–I’ll show you my marriage certificate if you show me your birth certificate.

Sharon, if you would, please provide the appropriate links from the P&E.
ALL HI COLBs issued between November 2001 and October 2008 (hmm…) were identified as a “Certification of Live Birth.” The HDoH revised its COLB form in October of 2008 and changed its terminology to “Certificate of Live Birth” and added the parents place of birth. I made a UIPA request over one year ago and I was able to obtain a copy of the blank October 2008 form and the HDoH was unable to produce a blank copy (with form fields) of the Rev. 11/01 form. Everything including the border, the title, SoH seal (not to be confused with the raised seal applied when issued), the form fields, etc come from the HDoH database. The feedstock used to produce the COLB is completely blank other than the background security features which are embedded in the feedstock. When the database was revised, the HDoH did not archive a blank copy of Rev 11/01, or so I was informed.
My point is that Barry’s alleged COLB is not any different than those issued to persons who obtained one between 11/01 and 10/08. This however does not absolve Barry of the responsibility to cough up a certified copy of his long form (if it even exists). Current and former SoH officials have recently went on record that they will only issue a COLB and not a certified copy of the original. This assertion is patently false. There are numerous examples on the internet of legitimate certified copies of HI long form birth certificates (one obtained as recently as last month) and a video of a woman ordering her long form birth certificate at the HDoH main office last summer that have been obtained and posted for public purview since King Barry’s coronation on January 20, 2009.
Hawaii Revised Statute 338-13 clearly states that a person is entitled to a any copy or any portion thereof of their vital records. Barry can obtain a certified copy of his original for a modest $10.00 fee if he specifically requests it. Clearly the SoH is trying to obfuscate the issue by spreading disinformation.

(a) Subject to the requirements of sections 338-16, 338-17, and 338-18, the department of health shall, upon request, furnish to any applicant a certified copy of any certificate, or the contents of any certificate, or any part thereof.
(b) Copies of the contents of any certificate on file in the department, certified by the department shall be considered for all purposes the same as the original, subject to the requirements of sections 338-16, 338-17, and 338-18.
(c) Copies may be made by photography, dry copy reproduction, typing, computer printout or other process approved by the director of health.

I suggest that anyone including the gentleman who was refused remind the HDoH that unless the HI Legislature has passed a law that in effect revises HRS 338-13, the HDoH cannot deny access to the original BC. The gentleman should immediately appeal to the HI OIP and at least get a formal opinion one way or another.

Unbelievable. Somebody needs to file a lawsuit under Hawaii Rev. Statutes 338-13 to compel the State of Hawaii to give them a copy of their own original birth certificate. That case would throw a lot of light on things . . .
I agree. As was the case with Watergate, the way to go about this is not pursuing the underlying act but the coverup. Focus should be brought to bear on the Department of Health in Hawaii. If Trump could focus, for now, solely on the inconsistent statements and apparent acts of these officials in regards to providing citizens with a long form certificate of birth, this thing will build momentum. A lawsuit compelling production of the long form birth certificate for some other individual would absolutely help this cause.

O’Reilly said “Factor investigation also showed that Obama was born in a hospital in Honolulu and we stand by our reporting.” Well lets see the facts O’Reilly. Show us what facts you have that prove he was born in a Honolulu hospital. No one else has seen this information. Again, you are a liar. Why the lies, Bill? Why the lies?
The news media talking heads are all talking about the birth certificate issue. Maya Soetoro-Ng was on the Today show and talked about it with Meredith Vieira. They are in panic mode. They are using brute force, the awesome power of the national media and the state powers of Hawaii to save themselves. What kind of horrendous totalitarian society have we become? This is frightening. We really have lost America.

Someone needs to break in and grab the documents by force? How else are you going to obtain them. Other than that we can all bicker about not seeing the long form. Seriously, how else can we obtain this?

The HDoH has the all the orignal BCs in their possession. As I understand it, only the indexes from the early 20th century are available on microfiche at the HI State Library and U of H. See:

Below is a comparison of the fields contained in a Hawai’ian Certificate of Live Birth (long form) and a Hawai’ian Certification of Live Birth (short form).
Michael Isikoff quotes Chiyome Fukino as saying that Obama’s long-form birth certificate is “located in a bound volume in a file cabinet on the first floor of the state Department of Health.”

Field 6b, of the long-form, is titled “Date Received By Local Registrar” and field 6c is titled “Date Accepted By State.” I suspect that the problem with Obama’s long form is that it was never accepted by the state. The paperwork was filled out and it is in the “file cabinet” at the DOH, but it lacks supporting documentation to be accepted by the state. That is why Obama’s COLB says “Date Filed By Registrar.” The 6b date is all he has. He does not have the 6c date, otherwise his COLB would say “Date Accepted By State Registrar.” If it had been accepted by the state, it would be scanned into digital storage as a digital image of a long-form birth certificate. He does not have a long-form and the state of Hawaii does not recognize him officially as being born in Hawaii. That is what he is hiding. That’s my opinion.

The timing of this new law from the Hawaii Dept of Health only makes those running the Dept look more guilty of having committed fraud for Barky. And I think Mrs Rondeau may be on to something about the possibility of the state of Hawaii having committed fraud in order to receive money from the federal govt…maybe even for the entirety of Hawaii’s statehood.

I don’t know what they were before. But what I do know is that passport applicants who were born in Hawaii and don’t already have in their possession a copy of their long form birth certificate are going to be SOL. It looks like you gave more thought to the reasons why this new law might not work than those at the Hawaii Dept of Health who wrote it did.

Important to note that the supporting documents required when applying for a passport are EVIDENCE and not necessarily proof.
I just had a thought over this, and I hope that it’s not true. Maybe BO has changed the law over in Hawaii, or told his buddies to change it, so no one can ever get a long-form BC period. Well, let me tell you this, he’s hanging on the wrong tree here. This part of the US, at least a lot of us, isn’t going to go for it. We have to stay one step ahead of his diabolical plan. That’s just honest. So he has to reveal his so-called long-form BC, that is, if he has one.

What will be interesting is how the Dept. of State will view these COLBs as numbers of Hawaiians apply for passports. If the passports are denied for lack of adequate birth info, you can be either the law will change back or there will be a major revolution in Hawaii.

Rather, the officials in Hawaii, whose salaries are paid for by tax dollars, are making their own rules to protect Obama and themselves. Just think if they have 50 years of defrauding the federal government of potentially billions of dollars by misrepresenting thousands of people as having been born in Hawaii and therefore having U.S. citizenship when they didn’t! That might be enough reason for them all to be taking the risks that they are taking, knowing that their fraud has now been exposed.
