PLAN TO IMPLANT IMMIGRANTS TO DISPLACE INDIGENOUS CITIZENS OUTED

(Mar. 2, 2015) — On Monday, Alaska attorney, former U.S. Senate candidate and radio show host Joe Miller posted on his website an interview conducted last Thursday by commentator Mark Levin of a Maryland radio show contributor who stated that she had participated in three conference calls in which members of the Obama regime had discussed their plan “to build a country within a country” which she believed would “ultimately destroy the U.S.”
The Examiner and numerous other websites also disseminated the story, which has now been circulated very widely on the internet, including on the personal website of Fox News anchor Megyn Kelly. The original print source appears to be The Independent Sentinel.
The Post & Email found that the “Rally for America” website was first designated by Yahoo! as an “Untrusted Connection,” but, when bypassed, led to a description of the organization chaired by McDonough, who is a Maryland state representative.
Payne explained to Levin’s audience the difference between the changes Obama announced to immigration policy on the evening of November 20, 2014, and the two presidential memoranda Obama signed the following day.
Obama’s verbally-announced program created a program term “DAPA,” which proposes allowing relatives of young illegals who qualified to remain in the U.S. under the 2012 Deferred Action for Childhood Arrivals (DACA) program relief from deportation for up to three years and the ability to apply for work permits, Social Security numbers, and presumably health care and retirement benefits.
Obama did not announce, but it was later reported by mainstream media, that illegals who had never filed U.S. tax returns could apply for and receive sizable “refunds” from the U.S. Treasury, paid for by United States citizens.
Instead of issuing an “executive order,” which by law must be published in the Federal Register, Obama actually signed two executive memoranda the following day published on the appropriate pages at the White House website titled, “Creating Welcoming Communities and Fully Integrating Immigrants and Refugees” and “Modernizing and Streamlining the U.S. Immigrant Visa System for the 21st Century.”
On November 20, Obama’s Department of Homeland Security (DHS) Secretary, Jeh Johnson, issued several memoranda instructing the U.S. Border Patrol, the Immigrations and Customs Enforcement (ICE) agency, and the U.S. Citizenship and Immigration Services (USCIS) to reprioritize resources which many believe signals a reduction in the already-lowered numbers of illegal-alien deportations.
According to The New York Times last March, Obama “signaled a policy shift” after “top Democrats on Capitol Hill” became anxious that “Hispanic voters’ anger at the president could disastrously sink turnout in the coming midterm elections.”
Payne described that the substance of three conference calls in which she participated with Obama regime operatives established that “We will be developing a country within a country” comprising immigrants who would “navigate,” rather than “assimilate,” in “receiving communities” which would then displace indigenous Americans.
On Friday, funding DHS would have expired at midnight except that both chambers of Congress passed a last-minute spending bill authorizing DHS’s continued operation through Friday, March 6.
On January 14, the House of Representatives passed HR240, which specifically rejected Obama’s announced actions on immigration in the form of five amendments while fully funding DHS at a higher level than last year. The Senate rejected HR240 when Democrats, joined by one Republican, voted against debating it on the floor on four occasions. Senate Majority Leader Mitch McConnell then offered the Democrats a “clean” funding bill devoid of the objectionable amendments with a separate vote to take place on the immigration actions, approved for debate last Wednesday.
On February 16, a federal judge in Texas placed a temporary injunction after 26 states filed suit against Obama’s announced immigration actions. The Obama regime has appealed Judge Andrew Hanen’s ruling and issued a threat to ICE agents who “may not be paying attention to our new directives.”
Also on his Thursday show, in response to a vote by members of the Federal Communications Commission to implement a policy called “net neutrality,” Levin stated that “America is no longer a Constitutional Republic or a Federal Republic. We live in an administrative state under a massive 4th branch of government that we have no influence on whatsoever. The FCC, under direction of President Obama and his specific demands, has taken control of the Internet through Net Neutrality despite having no authority to do so…Obama is doing more damage to the United States than all of our foreign enemies combined.”
As he listened to Payne’s description of the details of the phone calls, Levin further stated, “It sounds like Mao’s China…Obama…is talking about ‘conquering.’…This is unbelievable what’s going on inside this country, inside the gates of the White House without any authority…I feel like this is a completely surreptitious government…this is no republic; I don’t know what…this is.”
Levin has sneered at those who have questioned Obama’s constitutional eligibility for the presidency given his claimed foreign-citizen father, questionable birthplace and life story. Beginning in 2008, many citizens contacted their congressmen out of concern that a foreign-born or otherwise ineligible person had declared himself a candidate for the presidency, which not only included Barack Hussein Obama, but also Sen. John McCain, who was born in Panama to two U.S.-citizen parents.
Payne added Obama’s plan is to “treat immigrants as refugees” in order to issue them cash, federal benefits, and the ability to produce necessary “documents” “as if we’re funding our own destruction.”
Levin counseled Payne to “post some information…so we can send people to a link.”
Following Obama’s November 20 announcement and various reports that he had signed an “executive order” the following day, The Post & Email contacted White House Media Affairs to obtain clarification. At the time, White House press aide Shawn Turner quickly confirmed that Obama had not, in fact, signed an “executive order,” but rather, that he “took executive action in directing the Department of Homeland Security to update or implement changes related to our existing immigration system. He did not issue an Executive Order establishing a new program or initiative.”
On the same day we received the response from Turner, Obama claimed to a Chicago-based audience that “I just took an action to change the law.”
Obama’s memorandum on “creating welcoming communities” sought to establish “a White House Task Force on New Americans (Task Force) to develop a coordinated Federal strategy to better integrate new Americans into communities and support State and local efforts to do the same,” albeit acknowledging that it was dependent upon “appropriations,” which constitutionally can be allotted only by Congress.
A “Fact Sheet” under the topic of “President Obama and the Hispanic Community” touts Obama’s proposals as an “immigration accountability executive action,” adding that Obama “will also streamline legal immigration to boost our economy and will promote naturalization for those who qualify.”
At this time, the Federal Register does not contain an executive order on matters relating to immigration.

While Obama insists that “streamlining the U.S. Immigrant visa system” is a “national security” concern, Maricopa County, AZ Sheriff Joe Arpaio has stated that the forgery of Obama’s purported long-form birth certificate posted on the White House website almost four years ago merits the same classification, with major media failing to report it other than on the internet.
Article II, Section 1, clause 5 of the U.S. Constitution requires the president and commander-in-chief to be a “natural born Citizen,” which is generally considered today to mean that the person was born in the United States. Historical context, however, reveals that the citizenship, and therefore allegiance, of the parents was a factor in the higher standard of “natural born Citizen” which the Framers agreed to include in Article II at the insistence of John Jay.
The Post & Email contacted Susan Payne through WCBM, which quickly responded with her contact information and a link leading to the post she promised Levin she would publish.
On October 31, 2008, Obama told an audience during a campaign stop that “We are five days away from fundamentally transforming the United States of America.” During his six-year occupation of the White House, health care, banking, the auto industry, the enforcement of immigration and other laws, the fossil fuel industry, and U.S. foreign policy have undergone significant changes.
In her summary published at WCBM, Payne disclosed that the government watchdog organization Judicial Watch has launched an investigation into the “Task Force on New Americans.” In recent months, Judicial Watch has obtained, primarily through legal action, responses to FOIA requests which reveal a coordinated attempt to silence and “control” the media over the Fast & Furious gunrunning operation and the deaths of four Americans from a terrorist attack on September 11, 2012 in Benghazi, Libya.
Levin is one of numerous radio show hosts who has not reported on the fraudulent birth certificate and Selective Service registration form as declared by Arpaio’s Cold Case Posse on March 1, 2012. According to posse lead investigator Mike Zullo, members of major media have been threatened with the loss of their occupation, career or worse if they were to report on the “computer-generated forgeries,” which are the only documentation Obama has released about his background.
Obama himself has been described by the former Democrat governor of New Mexico, Bill Richardson, as “an immigrant.”
